Objective of the project Overall
objective The aim of the contract is to support the Government of Serbia in
developing its administrative and technical capacities in relation to the
management of the Pre-Accession (IPA) under a Decentralized Implementation
System. Purpose Based on the Gap Assessment Report (GAR) for IPA components III
and IV conducted by independent consultants during DIS stage I which is expected
to be finalized by mid February 2010, the consultant of this project will assist
the key players involved in the management of EU funds along the DIS
accreditation process and provide them with guidance, taking into account
lessons learned from other candidate countries and where shown to be relevant
from the accreditations for DIS/EDIS in the most recent accession countries and
in candidate countries. More specifically the project will provide all
necessary support to the Serbian Government during Stage 2 – DIS Preparation
(‘Gap plugging’) of the roadmap to DIS accreditation for components III and
IV in order to develop and implement a strategy that will lead to the completion
of a comprehensive Accreditation Package for Components III and IV in accordance
with the provisions of the IPA Implementing Regulation and the corresponding
Framework Agreement between Serbia and the European Commission. It will also
assist the Serbian Administration to develop capacity in order to enable them to
effectively implement IPA III and IV Components while maintaining the IPA
conditions of accreditation and responding to the conditionalities of the
Commission’s Conferral of Management Decision.
Requirements Qualifications and skills• A university graduate
degree in economics, business administration or equivalent professional
experience;General professional experience• Minimum of 7 but preferably
10 years of general work experienceSpecific professional experience•
Minimum 3 years of practical work in OS or CFCU or some other PHARE or ISPA
and/or SAPARD implementing agency in management, senior operational and advisory
capacity.• Experience in implementation in Programmes relevant to human
resources development and or employment support.• Active participation
in at least one DIS/EDIS accreditation process in other countries. Any
additional participation in the above mentioned accreditation process will be an
asset.• Thorough knowledge of the EC procurement procedures (Practical
Guide) with preferably experience in the field of grant schemes, supply and
